Valerie Escalante Troesh has a broad range of litigation experience in both state and federal courts throughout California and across the nation. Valerie brings significant experience defending municipalities against a variety of claims, including and among others:
Claims brought by the US DOJ and private parties for a city’s code enforcement operations under FHA, ADA, and similar state claims, claims brought by a citizen interest group challenging city council invocations under federal and state establishment clause laws, claims brought by a citizen interest group challenging a city’s public record request response under the CA PRA, claims brought by a citizen challenging a city’s real property permit decision under a writ of mandate and claiming a regulatory taking, claims brought by citizens challenging a police department’s and its officers’ arrest claiming excessive force; and claims challenging a city’s fees issued to hospitality businesses.
In addition to her work with public entities, Valerie also brings significant private litigation experience to Silver & Wright LLP, providing a unique perspective for public entity litigation.
Her litigation experience includes general, complex, and class action lawsuits. Valerie handles matters directly for clients and also serving as California counsel for out-of-state clients and attorneys. She also has significant experience efficiently managing electronic document reviews through platforms such as Relativity and Concordance.
In addition, Valerie regularly advises clients pre-litigation, offering risk assessments and strategic guidance on legal issues. Clients benefit from the perspectives she gained representing a broad array of clients having a variety of legal issues.
Valerie was a law clerk for the Honorable Judge Terry Hatter in the Central District of California, and an extern for the U.S. Attorney’s Office, Los Angeles, Civil Division. She graduated from Cornell Law School with her J.D. and L.L.M. She earned her bachelor’s at U.C. Berkeley.
Valerie enjoys speaking and offering trainings on various legal topics such as the CA Public Record Act and the impact of social media in legal matters. Valerie volunteers for her alma mater, being on Cornell Law School’s job placement advisory board in Southern California, mentoring Cornell Law students, and is the membership chair for the Cornell Club in LA.
Valerie also serves on the board of directors for the Code Enforcement Officer Safety Foundation as their Legal Director.
She is admitted to the California Bar, Ninth Circuit Court of Appeals, Central District of California, Northern District of California, Eastern District of California, and Southern District of California.
