Ryan Lumm

Ryan Lumm is an attorney with Silver & Wright LLP whose practice areas include municipal law, criminal law, civil law, code enforcement, receiverships, nuisance abatement, and civil rights litigation.

Mr. Lumm earned his Juris Doctorate from Whittier College of Law, graduating Magna Cum Laude, where he was a two-time CALI Award Winner for Professional Skills and Legal Writing.

Prior to joining Silver & Wright, Mr. Lumm was a prosecutor with the Orange County District Attorney’s Office for approximately five years. During that time, he tried over 30 misdemeanor and felony cases to verdict and was assigned as a special prosecutor handling vehicular manslaughter and driving under the influence of drug cases throughout Orange County. In this role, Mr. Lumm has personally conducted in-person training and seminars to multiple police and prosecution agencies throughout California. In addition, Mr. Lumm has experience litigating cases within the juvenile criminal and wardship sector.

Following his stint at the Orange County District Attorney’s Office, Mr. Lumm worked as the Assistant City Attorney for the City of Orange for approximately four years. During this time, Mr. Lumm was the leading attorney handling all civil litigation and also acted as the lead prosecutor on all municipal, criminal, and code enforcement matters for the City. As the City’s lead litigator, Mr. Lumm has experience handling a litany of cases with varying subject matter including, but not limited to, eminent domain/inverse condemnation, dangerous condition of public property, U.S.C. section 1983 civil rights claims, Monell claims, employer/employee disputes, general tort, contracts, Pitchess motions, and Public Records Act requests. Mr. Lumm has also drafted and/or assisted in drafting ordinances, resolutions, memorandums, and contracts, and often presented important legal matters to City Council.
